State Policies and Efforts Addressing Health Impact of Changing Environmental Conditions Type: RPF Description: The Pew Charitable Trusts is seeking proposals from qualified organizations to evaluate current state-level policy approaches and actions aimed at addressing the health impacts of changing environmental conditions such as temperature, air quality, and weather patterns. The selected contractor will conduct a landscape evaluation of state health agencies and their efforts to develop and implement programs that minimize negative health impacts from changing environmental conditions; to integrate environmental and health data that supports health care and public health responses to environmental events; and to develop and implement surveillance tools and predictive models that identify emerging health threats. Research, Analysis, and Modeling to Help States Conduct Long-Term Expenditure ForecastsType: RPF Description: The Pew Charitable Trusts seeks a contractor to produce research, provide analysis, and develop tools to help states conduct expenditure forecasts. This includes developing a typology of possible approaches to long-term expenditure forecasting, identifying or designing a promising approach, producing an example forecast, and drafting a guidebook to support implementation. The goal of this work is to demonstrate effective methods and produce practical, actionable guidance for states. The resulting product will be used to help inform and advance Pew’s efforts to expand and strengthen states’ capacity for long-term expenditure forecasting. Hospitals and Suicide Care: Cost-Benefit AnalysisType: RPF Description: The Pew Charitable Trusts seeks a contractor to conduct a comprehensive analysis of the costs and benefits to hospitals and health systems of implementing universal suicide screening and suicide risk discharge care. This includes reviewing existing research, identifying of direct and indirect costs and benefits (monetary and nonmonetary), conducting quantitative and qualitative analyses, and drafting a paper for publication. The goal is to assess the business case for hospitals to adopt evidence-based practices—universal suicide screening, safety planning, lethal means counseling, warm hand-offs to outpatient care (i.e. one provider connects a patient in-person or virtually to another provider), and follow-up contact—that help identify and engage patients at risk for suicide. This project builds on the understanding that while many providers recognize the importance of suicide prevention services, significant gaps remain because of resource constraints. State-Level Analysis of Lifesaving Strategies LawsType: RPF Description: The Pew Charitable Trusts seeks a contractor to conduct a comprehensive assessment of state-level laws and policies related to lifesaving strategies (commonly known as harm reduction) aimed at reducing overdose deaths and other harms associated with substance use. This includes completing a baseline assessment of current policies across all 50 states, developing an evidence-based comparison point, identifying priority areas for technical assistance and policy advancement, and creating clear, actionable policy recommendations. The contractor will also highlight states and jurisdictions that are well -positioned for policy change, include lived and living experience alongside subject matter expertise throughout the project, and present findings through accessible and user-friendly tools. The final products will be disseminated through professional networks to inform policy development and support evidence-aligned lifesaving strategies efforts nationwide.
