David Draine
David Draine is a principal officer with Pew’s state fiscal policy project. His research has helped policymakers understand the impact of long-term liabilities on states’ fiscal health and sustainability and provided tools to help manage those bills coming due.
Since joining Pew in 2007, Draine has examined the challenges that states face in adequately funding retirement benefits for public employees and retirees. Draine’s research has also covered plan design and retirement security, tools to measure and manage investment risk, plan governance, and disclosure policies and practices. Based on this work, he has advised state and local task forces considering public sector retirement system reforms. In addition to analyzing state retirement policies, Draine’s research examines the fiscal impact of deferred investments in maintaining and preserving public infrastructure as well as the additional costs associated with building resilience against extreme weather events.
Draine holds a bachelor’s degree in history from Princeton University and a master’s in public policy from Johns Hopkins University.
